Which signature your degree needs before the apostille

The Ministry of Foreign Affairs (MIRE, also called the Cancillería) does not apostille just any paper. It apostilles the signature of an official it has on record. Each academic document must arrive with the right signature.

According to the MIRE fee schedule, an original university diploma must carry the signature of the university's Secretary General. A copy must be a certified true copy with a fresh (hand-signed) Secretary General signature. Transcripts (créditos) carry the signature of the responsible office.

The rule covers public and private universities. Before we start, we check whether your diploma already has a valid signature or needs a new authentication.

Public and private universities: authentication by the Secretary General

Authentication is requested from the Secretaría General of the university that issued the degree. At the University of Panama, for example, the Secretaría General handles diplomas and academic records.

Each university has its own form, fee and timing. The Technological University's authentication procedure asks for a request form, a payment receipt, the original and copies. The Secretary General or the deputy signs.

MEDUCA, the Ministry of Education, also authenticates the signatures of university rectors and secretaries general, according to its Secretaría General. Some destinations ask for that extra step.

High school diplomas and transcripts: through MEDUCA regional offices

A high school diploma is apostilled with the signature of the Regional Education Office that covers your school, according to the MIRE fee schedule.

MEDUCA's diploma registration and transcript authentication service authenticates high school transcripts for students who will continue their studies abroad. It is handled at the Regional Offices.

Countries and uses that ask for it most

An apostille is valid in the countries of the Hague Apostille Convention. Panama approved it through Law 6 of 1990, as noted in a MINSA notice. For other countries, consular legalization applies. We explain both in document apostille in Panama.

The most common cases are graduate studies, recognition of the degree abroad and job offers. Recognition is decided by the destination country under its own rules.

  • For studies: diploma and transcripts, almost always together.
  • For work or professional licensing: diploma, transcripts and sometimes a university certification.
  • If the destination does not use Spanish, ask whether it requires a translation. We can arrange it if needed.

Frequently asked questions

How much does it cost to apostille a university degree in Panama?

According to the MIRE fee schedule, the apostille costs B/.2.00 per document. An original university diploma is exempt from stamp fees, and a copy pays B/.6.00. Transcripts pay B/.4.00 in stamps. Add the university's authentication fee and our fee, from US$50 per document.

Do my transcripts need an apostille too?

Usually yes, for studies or recognition. Transcripts are a separate document with their own apostille. Ask the receiving university or employer which documents they want. If you are not sure, we help you check the list.

Can a degree be apostilled online?

The apostille, yes. Since May 2025 it is requested on Panamá Conecta: you upload the document, pay the fee and stamps, and the electronic apostille arrives by email. Authentication at the university is still done in person.

Is a private university degree apostilled the same way?

Yes. The MIRE fee schedule covers academic documents from public and private institutions. The diploma needs the signature of your university's Secretary General. We confirm whether that signature is enough or your destination asks for an extra step.

How long does it take to apostille a degree?

The apostille itself can be issued the same day with the electronic apostille. The slow part is authentication at the university, which depends on each Secretaría General. We give you an estimate when we review your case.

Can I apostille my degree if I live outside Panama?

Yes. You send us the signed authorization and the documents, and we handle everything here. The full process is in apostille from abroad.
